Saitama and Genos return from shopping and encounter King, the celebrated S-Class hero reputed to be humanity’s strongest man. A machine called G4 challenges King, but King quietly retreats, leaving Genos to fight it. Saitama follows King home and discovers that the famous hero is actually an ordinary, anxious video-game enthusiast. King explains that he repeatedly received credit for monsters Saitama defeated and became trapped by the reputation built around him. When a giant bird monster attacks, King tries to confess publicly, but Saitama destroys the creature before hearing him and later shows that he already understands the truth. Rather than expose King, Saitama begins visiting him to play games. Genos defeats G4 and asks Dr. Kuseno to incorporate its parts into his body. Elsewhere, the Hero Association gathers criminals and martial artists because the late seer Shibabawa predicted a major disaster. Speed-o'-Sound Sonic leaves after learning Saitama is absent. The meeting is then disrupted by Garou, who declares himself a monster and attacks the assembled fighters.

Garou defeats the criminals and martial artists gathered by the Hero Association, sparing only Sitch so his declaration of war can be reported. At Saitama’s apartment, Genos handles housework while Saitama plays King’s handheld game. Speed-o'-Sound Sonic arrives to challenge Saitama, but Genos intercepts him, and their escalating duel threatens the neighborhood. At the same time, B-Class Rank 1 hero Fubuki visits Saitama and pressures him to join her faction. When he refuses, her subordinates attack and are immediately defeated. Fubuki uses her psychic powers, but Saitama remains unmoved and criticizes her dependence on rank and followers. Their confrontation is interrupted by Genos and Sonic’s battle. Saitama protects Fubuki from the collateral damage, stops Genos from self-destructing, and answers Sonic’s multi-image technique with rapid sideways jumps that overwhelm him. Fubuki realizes Saitama, Genos, and King form an informal circle far beyond her expectations. She admits that her older sister Tatsumaki and A-Class gatekeeper Amai Mask have shaped her fear of advancing. Meanwhile, Garou begins hunting heroes by ambushing Tank Top Vegetarian.

Saitama visits Mumen Rider in the hospital and becomes curious about martial arts after hearing how Garou fought. Garou later meets Tareo, a bullied boy carrying a hero almanac, and uses the book to locate Golden Ball. He defeats Golden Ball and Spring Mustachio in separate clashes. A childhood memory shows Garou identifying with television monsters that always lose to popular heroes. He rejects the assumption that the favored side must win and decides to become the strongest monster himself. In the present, he wakes after Saitama’s blow with an incomplete memory of what happened and again meets Tareo. Seeing Watchdog Man and Metal Bat in the hero almanac gives him new targets. Saitama registers for the Super Fight tournament under Charanko’s name and studies the competitors. He meets Sour Face, another former student of Bang, who recalls Garou’s violent expulsion from their dojo. Sour Face mocks Charanko, but Saitama defends Charanko for facing Garou directly. The Hero Association meanwhile assigns S-Class heroes to guard important sponsors. King avoids an assignment by claiming he is fighting a hidden enemy while actually playing a game. Metal Bat escorts Narinki and his son Waganma to a restaurant, where monsters attack. He defeats them, but the enormous Elder Centipede emerges and takes Waganma. Metal Bat battles the Dragon-level creature until Garou arrives, identifies him as prey, and starts a separate fight.

Suiryu receives the tournament trophy after Saitama’s disqualification, but Gouketsu and several monster crows invade the arena. Gouketsu reveals that he was once a Super Fight champion before becoming a monster under Orochi. He offers the competitors monster cells that promise enormous power at the cost of becoming inhuman. Several fighters accept and transform. Choze attacks Suiryu, who defeats him after a difficult clash and rejects Gouketsu’s offer. Gouketsu orders the crows to punish him, then personally beats him when he continues resisting. Lightning Max and Snek return to protect Suiryu and defeat the crows despite their injuries. Bakuzan, humiliated by his earlier loss, swallows several monster cells at once. He survives the transformation and becomes a powerful monster, then attacks the already wounded Suiryu. Gouketsu demonstrates the gap between them by nearly killing Bakuzan with a casual strike and warns him about stronger members of the Monster Association. Ordered to withdraw, Gouketsu leaves Bakuzan behind. Bakuzan prepares to kill Max and Snek while Suiryu desperately calls for a hero. Elsewhere, Puri-Puri Prisoner defeats Free Hugger and learns that monsters have abducted prisoners. Saitama later tells King that martial arts offered no answer to his boredom. The Monster Association sends Gyoro-Gyoro and Destrochloridum to a Hero Association executive, pretending to propose peaceful coexistence. Destrochloridum takes control of the man’s body, kills him, and announces that the monsters will begin a full war against the heroes. Superalloy Darkshine destroys the parasite before it can seize another executive. Garou wakes after Saitama’s kick and encounters Death Gatling. Injured, he retreats to a shed, where Tareo finds him. Garou tells the boy that becoming strong is the only reliable defense against bullying. Death Gatling then arrives with Stinger, Smile Man, Wildhorn, Chain Toad, Glasses, Gun Gun, and Shooter. The team surrounds Garou and coordinates ranged attacks to limit his movement. Bang and Bomb attack Garou together, overwhelming their wounded opponent. As he struggles, Garou remembers being bullied by a child named Tat-Chan, who made him play the monster while the other children acted as heroes and beat him. Garou connects that experience to his belief that popular heroes impose justice through superior numbers and social approval. The memory drives him to resist briefly, but the brothers regain control. Phoenix Man suddenly rescues Garou and calls Elder Centipede to cover their escape. Bang and Bomb combine their techniques and crack the giant monster’s armor, only for it to molt, regenerate, and return larger. Genos enters the creature’s body and unleashes his full firepower, but Elder Centipede survives and crushes him. Genos despairs over failing to stop another enemy while Bang prepares to risk his life. King arrives with a megaphone and claims that Blast, the top-ranked hero, is coming, provoking Elder Centipede into charging him. Saitama appears at the decisive moment and destroys the monster with a Serious Punch. Afterward, Genos asks what he lacks. Saitama answers simply that he needs more power. Phoenix Man carries the unconscious Garou to meet Orochi.
