Regulus introduces Emilia to a numbered wife who has learned to suppress every emotion to survive him. At city hall, Julius stays behind against Roy while Subaru and Crusch penetrate the building, defeat a dragon, and rescue a hostage. The apparent captive reveals herself as Capella, whose Authority lets her transform bodies at will. She becomes Emilia to ridicule Subaru’s love, tears off his damaged leg, and infects both Subaru and Crusch with dragon blood. Sirius attacks the Muse Company headquarters, forcing Anastasia and Kiritaka’s guards to retreat. Otto creates the distraction Reinhard needs to free Felt from Heinkel. The city’s watergates then open unexpectedly, releasing a torrent through Priestella. A transformed creature carries Subaru and Crusch away, but Capella’s attack knocks Subaru into the flood. From her captivity, Emilia watches the disaster while Capella broadcasts additional demands: the Tome of Wisdom, an artificial spirit, and no interference with Regulus’s wedding. The coordinated operation fractures the defenders and turns civilians into hostages of the city itself. Subaru disappears beneath the water carrying Capella’s curse, while the attackers’ demands reveal that Beatrice and the remnants of Roswaal’s Tome have become targets alongside Emilia.
